Dalam kebijakan tersebut, Gubernur diwajibkan menetapkan Upah Minimum Provinsi (UMP) dan dapat menetapkan Upah Minimum Kabupaten\/Kota (UMK) dengan ketentuan bahwa nilai UMK harus lebih tinggi dari UMP. Kenaikan UMP dan UMK Tahun 2025 ditetapkan sebesar 6,5 Persen dari nilai tahun sebelumnya.
